Universal personal telecommunication service is a new service in which the network determines where and how to terminate a call, based on a dialed personal telecommunication number associated with a person, rather than a network line or a terminal. In this paper, telecommunication services are analyzed, and three kinds of mobilities offered to the user are identified: cord-free, terminal and personal mobilities. Then, functions and identifiers required for routing, authentication, compatibility checking and charging purposes are identified for each mobility. Based on these analyses, a functional reference model is derived. The information flows are studied, first, on the functional reference model and, second, on a physical multi-network model.
