Summary: 
To evaluate the feasibility of a new software development project under a situation in which some projects have already been implemented concurrently, it is necessary to consider not only workload of the product but also remaining capacity of the organization. Based on this idea, we proposed the Load-Capacity Model for verifying feasibility at early stage of the software development project. This paper presents a synthesis method, especially scheduling method based on the Load-Capacity Model. This method is described as an Integer Linear Programming using Load-graph and Capacity-graph represent workload and organization capacity, respectively. In addition, Experimental results on realistic example problems show that the method can provide a solution in practical time.
