Summary: 
While communication traffic has drastically increased, WDM optical networks are in the process of being expanded. In a WDM network, we must allocate various equipments with careful consideration of optical signal characteristics, such as optical signal-to-noise ratio and chromatic dispersion. Though it is important to evaluate these features appropriately, the exact and cost-effective allocation considering the whole features becomes next to impossible through a perspective of computational complexity theory. This paper focuses on an allocation balance of optical transmission equipment to evaluate the design diagnosis of the network as a whole. The allocation balance is expected to be a comprehensive evaluation index involving implicitly-immersed expertise in a specified network design. This paper formulates the equipment allocation balance as uneven distribution and proposes an allocation technique which optimizes uneven distribution with graph theory. Our substantiative experiment results in improving optical signal-to-noise ratio.
