Summary: 
A noninvasive method for estimating the permittivity of solid dielectric materials at microwave frequencies is described. A stripline probe consisting of three conductors is in contact with the surface of the material. From resonant frequencies of the probe, the effective permittivity is derived to estimate the permittivity of the material. In the mesurement, the effect of the slight gap between the probe and medium is large on the input characteristics. The contribution of the gap has quantitatively been proven by the electrostatic theory and measurement.
