Summary: 
Elastic computing mechanisms for efficiently handling virtualized server resources have been extensively researched. However, when they are applied in massive computer resources in cloud computing and/or larger service infrastructure, there is a gap between existing mechanisms and the resource management needs. It is largely due to limitations in their networking capabilities by which the mechanisms fail to meet the elasticity needs in computing resources. In this paper we discuss first the need for cooperative control among virtualized computing and networking resources. A state-full auto scaling mechanism is then proposed which exemplifies the effectiveness of such cooperative control and leads to a good balance of high application performance and high resource utilization.
