Summary: 
AC component prediction that generates approximated pixel values on an image block using DC components has been studied as one of image compression elemental techniques. Based on the scheme, the paper composes a mean value preservation image filter that generates arbitrarily scaled images through parallel processing. In order to show its effectiveness, proposed scheme is numerically compared to both bi-linear and bi-cubic filter.
