Summary: 
A new class of unequal error protection codes based on Reed-Solomon codes over GF(2m) is proposed by using the coding and decoding method for modified product codes over GF(2m). Furthermore, we can get a binary unequal error protection code which is expanded this unequal error protection code. An example of these codes over GF(24) is shown in this paper.
