Summary: 
In order to improve the coding performance for subband image coding, the optimum frequency band partition which divides the 2-dimensional frequency domain into an adequate set of subbands based on the stochastic characteristics of an input image has been proposed. This paper presents a new optimum frequency band partition which can realize both the optimum partition on the 2-dimensional frequency domain and the optimum combination of quantizers within subband signals in the rate-distortion sense when any bit rate is given. Our experimental results show that PSNR of the proposed method is 1.0[dB] higher than our conventional method at the same bit rate.
